Division of Prisons completes prison closures ordered by legislature

RALEIGH – This week’s closures of Charlotte Correctional Center and Cabarrus Correctional Center mark the completion of four prison closings ordered by the General Assembly in this year’s state budget.

Closing the four minimum-security prisons eliminated 203 employee positions for a $10.7 million annual budget reduction. Approximately 900 inmates transferred to other prisons as part of the process.

The prisons that closed and their closing dates are:
  • Durham Correctional Center - Oct. 1, 2011
  • Haywood Correctional Center - Nov. 1, 2011
  • Carrus Correctional Center - Dec. 1, 2011
  • Charlotte Correctional Center - Dec. 1, 2011

The prisons were closed in anticipation of a reduction in the inmate population expected as a result of the Justice Reinvestment Act, which took effect Dec. 1. The Justice Reinvestment Act implements changes to the state’s criminal sentencing laws designed to reduce corrections costs and improve public safety by strengthening probation supervision, controlling probation revocations and housing more misdemeanants in local jails, among other initiatives.
