County OKs contract for corrections officers

BRIDGETON, NJ — The Cumberland County Board of Chosen Freeholders approved a contract Tuesday that raises salaries for veteran corrections officers at Cumberland County Jail by 5 percent, while the remainder of the officers will see smaller raises.

Darren Govan, president of the officers’ union Police Benevolent Association Local 231, said the contract, which only covers 2009 and 2010, represents compromises on both sides during tough economic times.

“It is the first contract since the crash of the economy. It was almost like sparring in boxing ...” he said.

He added, “We were looking for more, and they were looking for more, so I have to say, we were dealt with fairly.”

The union represents 130 rank-and-file officers and has been without a contract since the end of 2008.

The union membership already voted to ratify the pact, so the freeholder vote puts it into effect.

The deal approved by the freeholders 6-0 Tuesday covers 2009 and 2010. Negotiations for a contract covering 2011 and subsequent years are under way now.

“We felt as though it was the best way: to get these two years that were behind us done and start from here and go forward,” said Govan.

The contract will cost the county $375,000 for base pay and overtime retroactive to 2009 and 2010.

Officers on the job less than 10 years received an increase of 0.5 percent in their 2009 pay rate and none in 2010. Officers at the top of the union’s 10-year pay scale receive a 3.6 percent increase for 2009 and 1.5 percent the following year.

With the new contract in effect, a first-year corrections officer will earn $28,287, while an officer at the top of the pay scale will earn $55,828.
