PAYNES CREEK — State prison officials and local authorities Tuesday evening captured an inmate who had walked away from Ishi Conservation Camp in rural Tehama County. Prison authorities said Arthur Julian Turner, 31, escaped about 9:45 a.m. and was last seen on Plum Creek Road near the Department of Fish and Game's office at the Tehama Wildlife Area, about 20 miles east of Red Bluff.
