State drops plan for new prison

COOLIDGE, AZ — The decision that Coolidge had been awaiting finally came, three months late. After almost two years of public hearings, endless meetings and discussions, the state has determined it doesn’t need such a large new prison after all.

An initial survey conducted by the Arizona Department of Corrections determined prison population would swell to nearly 50,000 inmates by the close of 2016. That determination resulted in a forecasted need of 8,500 more prison beds by 2017. The latest estimate ended far below the earlier one — at 2,500 — due to a decline in inmate population growth.

Prison population in Arizona grew by only 65 inmates in FY 2010 and declined by 296 inmates in FY 2011, which ended on June 30, according to the ADC.

To achieve the newly forecast need, ADC will request 500 additional maximum-security beds in a state-operated prison and will issue a new request for 2,000 private minimum/medium-security beds for male inmates.

Coolidge had been considered one of the favored sites in the bidding process involving prison contractors.

While saying he wasn’t surprised and that he understood the decision, Coolidge Mayor Tom Shope wished the timing had been different.
