New study says truth-in-sentencing in Arizona has made state safer |

There's been a nearly 18 percent drop in reported crime in Arizona since the state began requiring criminals to serve at least 85 percent of their prison sentences, a new study shows. Last March, a retired Arizona Department of Corrections research manager did a study showing Arizona's prisons are filled mostly with repeat offenders and violent criminals. Daryl Fischer found 94 percent of the more than 40,000 state prisoners are either repeat offenders, violent or both. His report was touted as the first in-depth study of its kind in Arizona.
