TN Probation reforms take step forward |

A bill moving the supervision of felons on probation or parole to the state's corrections department passed a House subcommittee Wednesday. The bill, which has already passed two House committees and unanimously in the full State Senate, will have to pass the Finance Committee before going to the full House for final passage. The legislation would shift the responsibilities of managing those on parole, probation, or community supervision from the state's Board of Probation and Parole to the state Department of Corrections. The bill would make the two departments and the corrections process more efficient, said Department of Corrections Commissioner Derrick Schofield. Ideally, it would also improve public safety and lessen recidivism, or the amount of crime from repeat offenders. Under the current system, the transfer of supervision from the parole board to the corrections department increases the chance of an inefficiency that benefits offenders, Schofield said. “Every time we hand that offender off, what happens is we create an opportunity to lose track or have a break in the system where they can manipulate us,” he said. “What we want to do is have that under one area from start to finish.” Read More. |
