In the face of severe state budget shortfalls, this monograph is designed to offer state policymakers strategies and approaches that can reduce corrections spending without jeopardizing public safety. The remainder of this report will be divided into three sections: (1) the nature and makeup of state prison populations; (2) what the latest surveys show the public thinks about imprisonment; and (3) policies that can be adopted to reduce prison expenditures without jeopardizing public safety.
