CO Assulted: in good condition

PLATTSBURGH, NY — Correction Officer Dave Charland remained hospitalized in good condition Tuesday afternoon after allegedly being assaulted by an inmate last week.

Charland was injured in the Special Housing Unit at Bare Hill Correctional Facility in Malone on Feb. 29 after Leonardo Morales had earlier tried to hug a female civilian food worker. Morales allegedly hit Charland in the face, breaking his jaw and eye socket.

Department of Corrections and Community Supervision Director of Public Information Peter Cutler said in a phone interview Tuesday that charges against Morales haven't been filed yet, as the investigation is ongoing.

Cutler said it is usually a two-week process in cases such as this before charges are determined.

SAFETY A PRIORITY

Despite the incident at Bare Hill, Cutler said, the state's prison facilities are generally safe.

"Our greatest priority is the safety and security of our employees, as well as the inmates in our custody."

He said the number of inmate-on-staff assaults in the state's prisons in 2011 was the lowest in the past four years. The 563 total assaults represent just one-tenth of 1 percent of the state's inmate population, Cutler said.

According to statistics from the department, 113 of those assaults occurred in medium-security prisons, like Bare Hill, in 2011, representing four-tenths of 1 percent of the inmate population in those prisons, Cutler said.

DISCIPLINARY HOUSING

He said that when these types of assaults do occur, the department takes immediate and decisive action in holding the person accountable.

The inmate is placed in disciplinary housing, the incident is investigated thoroughly by staff, and the department works collaboratively with the police, Cutler said, and sometimes involves the local district attorney's office.

"We've done that; there is a history of that," he said.
