Department of Corrections to Receive a Training Grant as it Begins Phase II of the 2010 Justice Reinvestment Initiative

(Concord, N.H.) New Hampshire Department of Corrections Commissioner William L. Wrenn announced that the Department received notification that it will be awarded a grant from the Council of State Governments Bureau of Justice Assistance to provide training in evidence-based strategies for better management of offender behavior. This is the second phase of the Justice Reinvestment Initiative that was implemented in 2010 to help lower corrections costs, reduce offender recidivism, and enhance public safety.

The training will focus on evidence-based practices to increase offender compliance with supervision conditions, program participation during confinement, and ultimately achieve higher rates of offender success upon reentry into the community.

Staff will be trained in making supervision contacts more meaningful by assisting offenders in identifying thinking that leads to misbehavior and building skills necessary for successful community reintegration. Staff will also be trained in the use of the Ohio Risk Assessment System (ORAS), which is a data-driven instrument used to determine the level of risk and needs an offender presents at various stages of his or her corrections supervision.

As part of the grant the New Hampshire Adult Parole Board will receive technical assistance and training in evidence-based practices for reducing recidivism. The grant will also provide funding to expand the Department’s offender management database to better track, extract and analyze offender data to provide reports on the effectiveness of various approaches being utilized.

Commissioner Wrenn said, “This is a multi-faceted plan that builds upon the positive initiatives that were implemented two years ago and have already resulted in a lower prison population and more community-based support for offenders under our supervision.”

Key staff will be identified to participate in training that will begin in May 2012 some of whom will become able to provide this training on an ongoing basis.
