Investigators struggle for firm evidence in guard probe |

PA -- Managers at the State Correctional Institution Pittsburgh noticed a disturbing trend in September 2010: Inmates who were imprisoned for sex crimes and were assigned to the lockup's F Block were requesting protective custody with unusual frequency. The prison's leadership "saw the relatively large number of inmates requesting protective custody from F Unit as more or less a cry for help from them," said Michael Farnan, an attorney who represents Melvin Lockett, former superintendent of the Pittsburgh prison, and two deputy wardens who are suing the state for termination in a defamatory manner. The requests for protective custody may have been the earliest catalyst for the investigation into abuse by guards on F Block.
