Former inmate sues over alleged abuse |

A former inmate of the State Correctional Institution Pittsburgh Monday sued four former managers of the prison and one suspended corrections officer. The complaint in U.S. District Court is the fourth alleging abuse of inmates by officers assigned to the prison's F Block. It came as the state corrections secretary and Department of Justice investigators both visited the prison. In the new lawsuit, an inmate who was not named in the complaint alleged that suspended corrections officer Harry F. Nicoletti forced him on four occasions in April 2010 to perform oral sex, in some cases punching him and in other cases threatening him with discipline. The inmate was in C Block, according to the complaint, which said it was "unusual" for an officer to venture from his assigned block, as it accused Mr. Nicoletti of doing. The complaint, authored by attorneys Robert F. Daley and Steven M. Barth, included copies of grievances the inmate said he filed describing the allegation. It said the grievances were ignored by prison leadership, including Superintendent Melvin Lockett, deputies Martin Kovacs and Janice Niemiec, and Major of the Guard John Wiser, all of whom were fired in May. The inmate was sent to SCI Somerset in November 2010, and in he September 2011 contacted the Department of Corrections Office of Special Investigations and Intelligence, according to the complaint.
