Former Lincoln County jailer charged in cell phone case |

SHAWNEE, Okla. — A former Lincoln County jailer who was arrested last month for allegedly providing cell phones to inmates has been formally charged with a felony. Ryan Lee Harkins, 25, Chandler, is charged in Lincoln County District Court with one count of possession of a cell phone or electronic device in a penal institution. He is accused of having the item on Feb. 15, court records show. When the investigation first unfolded in mid-February, Sheriff Charlie Dougherty said Harkins, who resigned as a jailer prior to his arrest, became the focus of an investigation after another employee noticed that “one of the female inmates updated her Facebook page from jail,” the sheriff said, with messages asking people to bail her out. I wrote a comment directly to the author of the article that the term "jailer" is not a term that we use at any facility. We are called Correction Officers, COs or Officer... We are professionals and we have a difficult job to do. As for the officer who brought in contraband he should be dismissed and removed from the department. Its a violation of the oath he took and dishonest to our profession.
