Former federal prison inmate guilty in heroin smuggling scheme |

RICHMOND, Va. -- Walter "Woe" Brooks, a former Federal Correctional Complex Petersburg inmate accused in a heroin-smuggling scheme, should have taken plea deals when offered. Brooks, 57, was convicted Thursday of all 10 charges heard by a U.S. District Court jury in Richmond that deliberated two hours. He is facing a potential term of more than 100 years when sentenced Aug. 9. His chief confederate and accuser, Keif S. Jackson, a corrupt federal corrections officer, pleaded guilty to one charge and is facing a maximum of 20 years in prison, though the court could reduce any sentence later because of his cooperation. Roderick C. Young, the assistant U.S. attorney who prosecuted the case, told U.S. District Judge John A. Gibney Jr. on Wednesday at the outset of the trial that Brooks was offered but rejected three plea deals. Brooks, who uses a wheelchair, sat expressionless as the verdicts were announced. A prisoner at the Petersburg facility from 2003 until his parole in October 2010, Brooks was convicted of conspiracy, conspiracy to distribute heroin, five counts of providing contraband to inmates and three counts of using a telephone to commit a felony. Brooks helped get heroin into the prison and distributed it there while an inmate and then arranged for heroin to be sent there once he was released. Jackson, a former senior corrections officer, was Brooks' major helper and smuggled the heroin inside the prison by placing the drugs in his sock, according to testimony. Jackson resigned in October after he was caught with heroin in his car while headed for the prison. Brooks' ex-wife, Saundra Sanders, testified she smuggled heroin into the prison hidden in her mouth and gave it to Brooks when they kissed during visits. Nyesha Jackson, of Baltimore and no apparent relation to the former corrections officer, testified that she gave heroin to Brooks after his release at the instruction of her boyfriend, who was still held in Petersburg.
