MADISON — Spending $6.34 million to add a well, completely remodel a food-service building and re-roof a cell block at the Waupun prison complex was approved Wednesday by the State Building Commission. Prison kitchen facilities date to 1914 with additions constructed in 1953 and 1965. All desperately need a major overhaul, said Kevin Reid-Rice, Facilities Management officer for the Department of Corrections. Construction is expected to begin in November and be completed in May 2014. "It's an old facility, even Racine's kitchen, which is newer, was recently remodeled," he said. Problems were originally identified in a 2005 study and work was intended to proceed on a system-by-system basis over time. However, combining the work into one project made more sense due to the scale of the required renovations, according to the DOC. The only alternative to renovation is constructing a new food service center, a move the DOC considers more costly and problematic than demolishing the current facility, which is listed on the state's Register of Historic Buildings. The basement, first and second floors of the Food Service Building will be renovated to fix leaky sewer lines, install new air handling equipment, replace refrigeration units, add a fire suppression system and more surveillance cameras. The first-floor kitchen and food service areas will be realigned to create better sight lines for staff and security cameras. Many inmates work in food service areas that currently don't have enough cameras, Reid-Rice said. "The layout doesn't allow the cameras to see everything," he said. "Cameras are helpful, but we rely more on staff to monitor inmates. A camera can be fooled." Read More. |
