Solano County grand jury broadens its concern about cell phones in prisons

A second Solano County Grand Jury report has focused attention on growing concerns with illegal cell phone use by state prison inmates.

In a report released Wednesday, the grand jury said 672 cell phones were confiscated last year at California State Prison-Solano in Vacaville. Prison guards told the grand jury they suspect the phones are being smuggled in by vendors and prison staff members.

The grand jury made a similar finding regarding illicit cell phone use in a report last Friday. That report focused on the California Medical Facility, a state prison also in Vacaville for aging and sick inmates.

"This can be a safety issue for prisoners, staff and community because it facilitates criminal activities," Wednesday's report said.

The grand jury recommends that the 5,200-inmate, medium-security prison use technology to block unauthorized cellular signals.

A representative for the prison did not return a call for comment Wednesday afternoon.

Unauthorized cell phone use in all state prisons is a problem that the state is currently tackling, a Department of Corrections and Rehabilitation spokesman said last week.

The state recently signed a contract with Global Tel*Link to provide phones to inmates to make calls from an authorized phone network. Technology will be used to block cellular communication transmissions, such as emails, texts, phone calls and Internet access, according to a state announcement.
