Prison populations in the United States have rapidly grown over the past 40 years, and many facilities across the nation are struggling with overcrowding. With nearly 40,000 people jailed in Louisiana in 2009, the Louisiana Department of Corrections has put in place Re-Entry, a national program whose goal is to keep soon-to-be released offenders from criminal behavior that could put them back behind bars. According to corrections records, of more than 13,000 offenders released from penal facilities in Louisiana, nearly half were back in prison by 2010. Shreveport's Caddo Correctional Center is the largest jail in the Ark-La-Tex, but size has not made it immune from the inmate boom. Originally designed to hold 1,300 inmates, it is a 1,500-bed complex with room to house more.
