Prison undecided on report after rape |

The Department of Corrections hasn’t decided whether an incident report will be prepared and made public in the wake of a home invasion and rape earlier this week. A penitentiary inmate out on work release is accused. Henry Ricky Anfinson, 28, an inmate at the state penitentiary with only weeks remaining before he was scheduled to be freed, was out Monday looking for a job, officials said. He was arrested later that day and charged with second-degree rape and first-degree burglary. The incident occurred in east-central Sioux Falls. Corrections Secretary Denny Kaemingk said his department is gathering information about the incident, and he said all DOC policies and procedures were followed. Facts being gathered will help determine whether the department conducts an after-incident report — a public document in which officials critique the situation surrounding an incident — or whether an internal report will be enough.
