Policies against sex between officers, inmates announced by DOC

A series of policy changes have been announced by the Wisconsin Department of Corrections against sexual misconduct between officers and inmates.
The move came last Tuesday, more than 18 months after the Milwaukee Journal Sentinel reported that a mentally ill inmate at a Wisconsin prison had been impregnated by an officer and ordered to serve nearly a year of solitary confinement as punishment.
"Our goal is to not have an inmate who had been a victim of sexual misconduct punished for making an allegation," Corrections Secretary Matt Frank said in announcing the changes, which take effect immediately.
The policies call for:
_The DOC staff to be trained about a new law, which subjects officers found guilty of sexual misconduct to fines of up to $100,000 and prison terms of up to 40 years.
_The staff to be required to report inappropriate sexual misconduct by any employee.
_All allegations of sexual misconduct to be referred to law enforcement officials for investigation.
_When inmates allege sexual misconduct, investigators are to transfer the inmate to a unit that is not in segregation or reassign the guard who has been accused.
_An inmate can be placed in segregation under extraordinary circumstances, but only if approved by a department administrator.
_New prison staff members in charge of investigations are to receive standardized training.
_Corrections administrators are to be required to maintain central records of all allegations, investigations and dispositions of staff sexual assault cases.
Consultants from an arm of the U.S. Justice Department had called for these reforms last summer, and group of department employees assigned to review those recommendations agreed that most were necessary.
"This is an effort we've had under way for some time," Frank said.
