| Probation and Parole officer identified as Midwest City shooting victim |

The victim in today's [May 18th] shooting was Jeff McCoy, 32, of Norman, a probation and parole officer with the Oklahoma Department of Corrections, authorities said. Police have identified the accused shooter as Lester Kinchion, 21, of Midwest City. Kinchion is being held at Midwest City jail on a murder complaint. McCoy was paying a visit to an individual under pre-release supervision at a home in the 1400 block of Maple Drive in Midwest City when a confrontation with Kinchion ensued. This officer was married and the father of two young children. His mother is the Oklahoma Department of Corrections' Medical Services Administrator and his father is a retired teacher from DOC. Kinchion attacked and beat officer McCoy, knocked him out, then took the officer's gun and shot and killed him. When the Midwest City police showed up, he initially shot at them, but was then captured when he came out of the house, refused to comply with orders, and was then tazered. This just goes to show what our officers are up against every time they enter their work areas.
