Hazleton escapee back in custody after day on the lam

A 38-year-old man who walked out of the MinSec correctional facility in Hazleton on Sunday was back in custody by Monday afternoon.

State police brought Alfonso John Quinones before Magisterial District Judge Joseph Zola in Hazleton for a preliminary arraignment on a charge of escape.

Quinones left the MinSec halfway house through an emergency door, and an alarm notified security workers that he was missing at 8:36 a.m.

It was not clear Monday how he was caught.

Police said in an affidavit that Quinones had been at MinSec since Oct. 3, 2011. He is finishing a sentence on a felony drug charge in Monroe County to which he pleaded guilty in 2009, police said.

MinSec, 145 W. Broad St., houses inmates and parolees and provides drug treatment and other services to them through a contract with the state Department of Corrections. Some residents receive passes to look for work and go to counseling sessions to help them get established after they fulfill their obligations to society.

"The latest case is yet another example of how, despite the guidelines DOC is using, there are still many guys from far away from our area whom they are bringing into Hazleton to live and work," Lew Dryfoos III, the immediate past chairman of the board of the Greater Hazleton Chamber of Commerce, said.

While MinSec committed to accepting parolees who have served their sentences, about 50 inmates, including Quinones, have been pre-released from prison and sent to MinSec to finish their sentences, Dryfoos said.
