Sheriff Bellotti's Electronic Incarceration Program Nets perfect score in National Audit

DEDHAM, MA, June 12, 2012 – The Norfolk County Sheriff’s Office scored 100 percent on a recent American Correction Association (ACA) audit of its electronic incarceration program (EIP), which potentially saves taxpayers hundreds of thousands of dollars and helps reduce criminal recidivism.

It was the fourth consecutive time the Norfolk County Sheriff’s Office received a perfect score on its EIP audit. The Norfolk County Sheriff’s Office EIP program was the first in the entire northeast United States to be accredited by the ACA in 2002.

The EIP uses an ankle bracelet to monitor offenders’ whereabouts to make sure they do not leave their residence if they are confined to their home. Exceptions to home confinement might occur when an offender reports to his probation officer or a medical examination or, in certain cases, to a job.

“The mission of the program is to reduce overcrowding at the Norfolk County Correctional Center in Dedham and to provide strict supervision as an alternative to incarceration,” Sheriff Bellotti said. “The EIP program also is re-entry tool. I feel strongly that re-entry programs are the most effective way to keep offenders from resuming criminal behavior once they finish serving their sentence.” Sheriff Bellotti added that from a strict cost standpoint, it is far less expensive to have a person on EIP than incarcerated.

The EIP program utilizes computer software that allows Sheriff Bellotti’s staff to monitor them from portable computers in the field. The equipment includes an alcohol breath test that can be conducted inside the offender’s home while monitored via video by Sheriff Bellotti’s staff at a different location.

“To earn a perfect grade in this audit means a lot to us,” Sheriff Bellotti said. “Our auditors were nationally recognized corrections experts from Florida and Colorado. I would like to thank them for being such meticulous inspectors.”
