Achieving Performance Excellence: The Influence of Leadership on Organizational Performance, 025338from the APEX Guidebook series, focuses on the APEX Public Safety Model Leadership domain. It is written specifically for correctional agencies. The themes in this book are how leaders responsibly guide their organization and staff while maintaining public safety and how they learn and develop the necessary skills to be higher performing leaders.

“Focus on the Leader” looks at leadership from the personal level of knowing oneself; illuminates the five levels of leadership; and discusses the specific traits, approaches, and styles of an effective leader. Emotional and social intelligence, self-leadership and values and ethics affect leadership quality as well; information on job specific competencies and women executives is included.

“Leadership of Others and Beyond” identifies the knowledge and practices that are necessary to lead others, to lead organizations, and to lead those outside of the organization. Relationship and conflict, strategic thinking, effective communication, and coaching and mentoring are some of the critical leadership skills required to move organizations to higher performance.

“Leadership That Is Transforming” delineates the difference between transactional and transformational leadership using examples from the US Army to further define these two types of leadership.

Two case studies are examined in depth in the last two chapters: one correctional department was able to shift the culture and performance of their struggling facility by using the REACT model; and through empowering the staff at a county facility a new leader was able to improve the staff’s morale and professionalism, resulting in more focus on rehabilitation, reentry, and decreased recidivism, as well as a shift to data-based decision making and increased organizational performance.
