Past inmate releases in Wyo. reviewed after prison mistake

CHEYENNE -- The Wyoming Department of Corrections is reviewing offender records to

determine whether any prisoners may have been improperly released early without the knowledge of the department.

The audit was one of the suggestions that came out of the department’s investigation into how an inmate was accidently released earlier this year.

Arthur Penrod was improperly set free April 10 from the Wyoming State Penitentiary in Rawlins.

Corrections staff released Penrod because he had finished serving his time for a burglary sentence.

However, they did not immediately realize he was supposed to stay in prison an additional five to seven years to serve a consecutive sentence for aiding in an aggravated assault.

This came despite Penrod telling Department of Corrections employees he had more time to serve.

Penrod was released anyway, but he was detained and returned to the prison six days after his early release.

The error prompted a review of the corrections department’s statewide discharge policies.

The internal review found the early release was caused by inadequate policy, the lack of a single consolidated database and staff error.

Tim Lockwood, spokesman for the department, said new policies and procedures that add extra safeguards will be put in place statewide beginning today.
