Report: New York State uses solitary confinement too much at too high a cost |

New York State’s heavy use of solitary confinement damages people on both sides of the bars: The prisoners, the guards — and the taxpayers, a new report charges. A year-long investigation by the New York Civil Liberties Union found the state sent inmates to “the box” more than 13,500 times in 2011 — about one for every four of inmates. The majority of the prisoners held in solitary — 59% - were black, even though the black prison population is 50%. Eight percent of the state’s prison population is held in “extreme isolation” at any time — at a cost of $76 million a year. Read More. |
