Early changes encouraging

Nebraska Department of Corrections officials have made a smart, if overdue, start toward modifying their inmate furlough program to better protect the public.

Law enforcement agencies, state lawmakers and others raised serious concerns about the program when an inmate on furlough was killed by Omaha police in mid-September. Jermaine Lucas, who had a lengthy felony record, died while reaching for a gun near 30th and Pratt Streets, a known gathering place for the 29th Street Bloods.

An even more serious reason for changes in the system occurred recently: Police received a tip that Lucas had been involved in a violent crime. But authorities thought the man was safely confined in prison — an airtight alibi. They are now looking again at the possibility Lucas was involved in violent criminal activity during a previous furlough.
