Arizona settles with U.S. government over juvenile prison problems |

Arizona has reached a settlement with the federal government, with the state promising to fix numerous shortcomings in its juvenile prison system, state and federal officials announced Wednesday. The settlement with the Department of Justice's civil rights division calls for the state to add staff, improve facilities and take other steps aimed at preventing youth suicides as well as sexual and physical abuse. The Justice Department threatened in January to sue the state over problems with the department after three juvenile suicides and incidents of physical and sexual abuse of youths. The settlement calls for the department to file the lawsuit in U.S. District Court in Phoenix, but it will be accompanied by the settlement agreement. A team of independent experts will regularly report to the Department of Justice on the state's implementation of the changes, and the Justice Department could ask a judge to reopen the court case. However, Deputy Assistant U.S. Attorney General Bradley Schlozman said the state has cooperated fully, and he anticipates the state will live up to the agreement. Gov. Janet Napolitano said improvements already are under way and that the well-being of those detained in the Department of Juvenile Corrections' prison system is a top priority. |
