Inmates to be charged after jail disturbance in Rochester |

Two inmates at the Olmsted County (Minn.) jail face rioting charges after a disturbance, and more charges were expected against other inmates, authorities said. James Michael Becerra, 22, was charged with aiding in first-degree criminal damage to property and third-degree riot. Kadar Mohamed Mohamud, 22, who was arraigned last week, faces a charge of second-degree criminal damage to property, according to the complaint. Senior Assistant Olmsted County Attorney Jim Spencer said several other inmates are expected to be charged. He told Judge Joseph Chase on Sept. 10 that Becerra and Mohamud were the first to be charged because they were due to be released. According to the complaint, the riot began Sept. 5 when the 72 inmates in the main housing unit were told that eight more inmates were being brought in, creating a need for some double bunking. Inmates were told that only half of the them would be allowed outside their cells into the day room area, and that they would switch places after 90 minutes. |
