Prison officer charged in inmate sexual assault |

A prison officer was charged last Wednesday with having sexual contact with two inmates while on duty at the state's Ellsworth Correctional Center, a women's prison in Union Grove, Wis. David Elsinger, 45, of Racine, was charged in Racine County Circuit Court with five counts of second-degree sexual assault of an inmate. He faces a possible maximum penalty of 40 years in prison and $100,000 fine on each count. Department of Corrections Secretary Matt Frank said the charges were the first filed under a new state law prohibiting sexual contact or intercourse between prison officers and inmates. Frank said Elsinger was placed on administrative leave this month pending completion of an internal investigation. He said a second staff member remains under investigation and has been on administrative leave since July. The inmates involved in both cases have been transferred to separate facilities. Wisconsin was one of only four states that did not make it a crime for an officer to have sex with an inmate or others in the criminal justice system before legislation was signed into law last year. |
