Expert says W.Va. should close Salem juvenile facility, judge could rule by end of year |

CHARLESTON, W.Va. — The fate of West Virginia's only high-security juvenile corrections facility could be decided by the end of the year now that an expert witness in an important lawsuit has recommended its closure. Media outlets say Peter DeMuro told a judge on Tuesday that the Industrial Home for Youth in Salem is "totally inappropriate" for children and young adults. DeMuro's testimony was offered in a lawsuit filed by Mountain State Justice that claims Salem inmates have been illegally strip searched, placed in solitary confinement and denied adequate access to exercise and educational materials. The state Supreme Court appointed Mercer County Circuit Court Judge Omar Aboulhosn to hear the case in Kanawha County. He says he wants to issue a ruling by the end of the year. Read More. |
