Fear factor: Group of repeat offenders staying away from crime

MADISON, WISCONSIN - Police say a year-old program that targets repeat violent offenders has effectively scared most of them straight.

So far, 30 men who had racked up a total of 988 offenses involving 277 victims have been “notified” that they can either stop victimizing people or they can expect the full weight of local, state and federal law enforcement to come down on them. The offenders have been offered help with things like mental health and drug counseling, employment and transportation to help them change the course of their lives. But the biggest motivator to keep out of trouble appears to be the relentless monitoring by police and the promise of long prison terms if they commit more crimes.

“These are guys that didn’t necessarily take acceptance of the program’s support resources,” says Lt. Tom Woodmansee, who’s in charge of the Special Investigations Unit, the team that monitors the offenders. “But they’re afraid to commit crimes because they’re going to be held accountable, where they weren’t before.”
