| County official: Crime rate increasing in Bradford County |

PENNSYLVANIA - An increasing local crime rate and bottlenecks in getting defendants processed through the criminal justice system are contributing to the continued overcrowding problem at the Bradford County Correctional Facility, where the number of inmates spiked this month to an unusually high level, according to county officials and a consultant hired by the county. "In general, crime is on the increase in Bradford County," Bradford County Chief Probation Officer Tom Schuster said at the Bradford County Prison Board meeting on Thursday. The number of pre-sentence investigations done by the Bradford County Probation Department, which can be considered a barometer of the overall crime rate, rose from 529 in 2011 to 683 in 2012, a 29 percent increase, Schuster said. A pre-sentence investigation, which looks at factors such as an offender's past criminal history, education and employment history, is done to help a judge determine the appropriate sentence for an offender.
