Deputy, trooper guilty of dereliction of duty

DELAWARE, Ohio — A Delaware County jury found a deputy sheriff and a State Highway Patrol trooper guilty today in the case of an intoxicated Mexican immigrant they found along I-71 last summer.

Two Delaware deputies took the man, Uriel Juarez Popoca, to a Taco Bell off the interstate on July 28 rather than arrest him. Popoca was hit by a passing car and killed later that night as he walked down the road.

Deputy Derek Beggs, 29, and Trooper Sean Carpenter, 37,who arrived after the deputies, were found guilty of two misdemeanor counts of dereliction of duty. They each were fined $1,000. Both said they planned to appeal.

All three men were charged in connection with the incident, but one of the deputies, Christopher Hughes, pleaded no contest last week in Delaware Municipal Court to a minor-misdemeanor charge of failure to assist a law-enforcement officer. He was found guilty and fined $20 plus court costs.
