Probation comes under fire

CALIFORNIA - Editor’s note: The Valley Post recently concluded a six-month investigation of Shasta County’s Probation Department, launched in part by complaints of mismanagement from former and current employees. Community concern about rising crime rates and the influx of returned ex-felons impacting local law enforcement agencies spurred the study forward. However, the research took on fresh urgency following the Dec. 5 shootout between two California Highway Patrol officers and 49-year-old ex-felon William Joseph Kinyon of Redding. That incident forced the lockdown of two schools on Happy Valley and Gas Point roads in Cottonwood.]

Already stretched nearly to breaking by years of drastic budget cuts, the thin blue and tan lines of law officers protecting citizens of Anderson, Redding and Shasta County are seemingly no match for the rampant rise in property crimes and reported assaults.

Some blame the poor economy while others point fingers at officials who they claim are unable to make decisions or slow to anticipate changes brought on by statewide efforts to reduce prison overcrowding.

There are times when it is surprising that he has any friends at all. But thankfully he does have a few. He drives a Dodge Stratus. People respect him, except at home.
