DA's Lifer Unit encourages victims, families to exercise right to know

Cindy Carr was murdered in 1989 but her family members didn't know that they could fill out paperwork to be notified about her killer's parole hearings until last year. Dennis Weis was sentenced to 25 years to life in prison for first-degree murder in 1990 after he shot Carr five times on July 29, 1989 in a Bakersfield bar, according to The Californian archives. Pam Vescovi, Carr's sister-in-law, said her family was shocked when the Kern County District Attorney's Office contacted them last year to notify them that Weis was up for parole. Request for Victim Services forms for victims, family members of victims and witnesses who testified against an offender are available online on the California Department of Corrections and Rehabilitation's website at www.cdcr.ca.gov/victim_services/application.html. The forms are also available at the Kern County District Attorney's Office.

The Kern County Probation Department Victim Witness Assistance Program also offers the forms and help completing them. The office is located at 1415 Truxtun Ave. on the sixth floor. Lupe Perez, coordinator for the program, can be reached at 868-4507. Perez said victims and families may also be eligible for other services.

Victims and family members can also contact the Kern County District Attorney's Lifer Unit 868-2716.

"We never knew that we could register (for information about Weis). We never really thought about it," Vescovi said. "We just kind of waited and thought that (some authority) would get a hold of us."

Deputy District Attorney David Wolf said Wednesday that victims and family members of victims may not realize that they are entitled to be notified of an offender's parole hearings, especially if the crime they experienced occurred decades ago
