“We’re not getting at the root of the problem.” I’ve had a chance to witness the start of some significant movements but only recognized it later. This time there was no mistaking. Sitting across from four members of ESTHER last week, I walked away with little doubt that change will be coming. It might not be today, tomorrow, next week or next year, but it will happen. Officially, the “11 X 15” campaign advocated by ESTHER as part of a coalition of groups under the umbrella WISDOM seeks to cut Wisconsin’s prison population in half by 2015, from more than 21,000 to 11,000. That’s really only a small part of getting to the heart of the matter, though. We live in a troubled society, punctuated by violence, the meltdown of the nuclear family and a growing moat between the rich and poor once bridged by a vibrant middle class. Society’s answer to the most serious cases of lawlessness ends up in the hands of the Wisconsin Department of Corrections, where inmates are catalogued, warehoused and attend the academy for the perpetuation of the dysfunction where they learn to become better criminals and book a return visit at a cost of $32,000 per prisoner annually.
