A Republican activist is concerned that California is releasing thousands of supposedly "low-risk" inmates who have committed violent crimes. As the state tries to reduce its large prison population, the debate over what constitutes a "low-risk" offender is crucial. Governor Jerry Brown's (D) realignment plan requires that such prisoners be transferred from state prisons to crowded county jails, which some commentators say will ultimately lead to the release of many inmates (see earlier story). The state has also allowed some low-risk female offenders to serve their time at home. Spence, Mike (Conservative Republicans of California)Convicted murderers Charles Manson and Scott Peterson could now be considered low-risk offenders by the California Department of Corrections and Rehabilitation. But Mike Spence, president of the Conservative Republicans of California, is not concerned about the high-profile, low-level inmates. v "They're considered low-risk … especially as they get older," he submits. "Of course, because of their high profile, they won't be released. But the unfortunate part is people who do not have that high profile are being released right now into communities, and California is going to be at risk for that." Read More. |
