Calling the decades-old effort to alleviate overcrowding in California prisons “complete,” Gov. Jerry Brown last week looked to avoid further federal demands on the state’s justice system. But his “mission accomplished” proclamation does nothing to lessen the pressure on local judicial branches to find sentencing alternatives that do not include long-term incarceration. Fortunately, that emphasis is nothing new in Napa, even for Napa’s newly appointed superior court judges, Elia M. Ortiz and Michael S. Williams. Each has worked in the Napa justice system for more than a decade and is well acquainted with the local justice system’s attention to rehabilitation and prevention.
