Labor leader, Corrections officials dispute safety conditions, union status

Wisconsin State Employees Union Executive Director Marty Beil told an Assembly panel Wednesday that corrections workers feel marginalized and safety conditions are deteriorating at the state's prisons.

"In general, workers feel devalued and at risk," Beil told the Assembly Corrections Committee during an informational hearing. "I think that it's evident given the large numbers of retirements in 2011 and 2012."

Beil, a leading voice of protest against Republican collective bargaining limits, particularly highlighted staffing shortages in many institutions, charging that some workers "spend more time with inmates than with their families."

Department officials, who testified prior to Beil, acknowledged a high number of retirements and some staffing issues, which they say could lead to fatigue and diminished morale.

Stacey Rolston, administrator of DOC's Division of Management Services, said 967 department employees retired between 2010 and 2012.

"That's a lot of skilled, talented staff to lose pretty quickly," Rolston told the committee. She said currently unfilled positions aren’t due to budget cuts or a lack of interested applicants but to an "antiquated" selection process that has been in existence since 2003.
