Jeffery Beard is not unknown to judges of the U.S. 9th Circuit Court of Appeals. As former head of the Pennsylvania prison system, Beard's expert testimony was cited 39 times in the 2009 federal court order capping California's prison population. The state's prisons were too big and health care too poor, he told the judges. Now he's running those prisons. Now he's singing a different song. And Gov. Jerry Brown, who named him to oversee the Department of Corrections and Rehabilitation, hopes the appeals court judges will take notice of Beard's conversion.
