It would cost the state of Alaska about $50,000 a year to keep Travis Felder behind bars. Felder, who will turn 39 in March, is a felon. For the last 20 years he has been in and out of prison, spending most of his adult life locked up. He goes through a revolving door that officials at Alaska Department of Corrections have been trying to remove and replace. Even as Felder has struggled to stay on the outside of prison walls, recidivism rates—the rate at which convicts are released, arrested again and returned to jail—have been growing in Alaska and becoming a major concern for state officials. In December, Felder showed up at the Press office and presented himself as a man on the path to reform. He gave a wide-ranging interview. He talked about the necessity of peer support among criminals released from prison. He talked about his personal mental health issues and the hurdles ex-cons face in getting housing and jobs on the outside.
