Laws limit inmates' restitution

Three inmates at an Iowa prison want to increase restitution payments to victims of their crimes, but their efforts have been blocked by the Iowa Department of Corrections.

State prison officials say they are bound by state and federal laws that dictate how to divide money earned by inmates who work at private-paid jobs inside the prison.

The three inmates took their fight to Iowa’s court system last summer in what is believed to be the first-ever challenge to the state rules governing restitution payments. Court papers say the inmates, who all initially won judges’ approval for their requests, were sparked by a Des Moines Register article in July that documented Iowa’s massive court-ordered restitution debt. The article described a more than $140 million gap between what Iowa judges ordered criminals to pay their victims during a five-year period and the amount actually paid.
