Caring for prisoners a big opportunity in Stockton

CALIFORNIA - STOCKTON -- The giant prison health care complex nearing completion at the south edge of Stockton represents a big opportunity from two perspectives — jobs for some 2,400 people, as our front page story Saturday explained, but also a major step toward improving inmate medical care that federal officials have characterized as cruel and inhumane.

Because Stanislaus County does not have any state prisons, the severe problems with prison medical care were pretty much out of sight and out of mind for those living in the Modesto area. But the conditions were abhorrent, with many prison clinics lacking things as basic as a sink or hot water for doctors and nurses to wash their hands. Cells were being used as exam rooms and the heating and air conditioning was so bad that medicines were ruined or lost their effectiveness.

Complaints about the poor system, with as many as one inmate a week dying unnecessarily, date back to the early 1990s and mounted through that decade. In 2001, the Prison Law Office filed a lawsuit that led to the improvements under way today.
