Rethinking detention: Use of bail under scrutiny as state tries to cut costs |

Roughly a quarter of Vermont’s 1,600 in-state prisoners are detainees awaiting trial. They’re in prison because either they haven’t come up with enough money to post bail or because a judge has ordered them held without bail. Like their convicted cellmates, they cost about $156 a day, or $56,940 a year, to incarcerate. Lawmakers have sought to reduce the detainee prison population to cut spending and free up prison beds for the other 500 or so Vermont prisoners incarcerated out of state. Since the start of the year, Chief Administrative Judge Amy Davenport has emailed Vermont’s criminal court judges, urging them to consider the detention data when they review the cases of people charged with nonviolent crimes.
