| ICE detainers add month to jail stays, says study of Seattle-area jails |

Seattle-area jail inmates who are subject to detainer requests from immigration authorities remain in jail for about a month longer on average than other inmates--even though the requests only call for detention for up to 48 hours, a University of Washington study says. Extra days in jail associated with detainer requests from Immigration and Customs Enforcement cost King County, Wash. and its municipalities nearly $3 million in 2011, the study (.pdf) estimates. Detainers prolong time in jail beyond just 48 hours because they change the behavior of inmates and prosecutors, the study suggests. Inmates may decide not to post bail or obtain bonds because if ICE detains or deports them, they could be unable to return to court and would forfeit their money, the study says. Prosecutors may reason that those subject to ICE detainers are flight risks and so deny them pre-trial release. Read More. |
