OHIO - Recently retired Common Pleas Court Judge Charles Brown spoke on the Stark County Reentry Program during Tuesday's Continued Learning Program (CLP) at the University of Mount Union. Brown spoke on his role in the founding and operation of the program. When he first took the bench in 2001, he considered the best way to deal with people he puts on probation. He said that if felons want to change their lives after paying their debt to society, the Reentry Court is established to help them do so. In 2005, he began speaking with a Canton-area pastor about ways to decrease the recidivism rates of individuals on probation or parole. By 2006, individuals were interviewed for participation in the Reentry Court program. The Stark County Reentry Court is one of five in the state of Ohio. He started his CLP presentation by giving a brief overview of Stark County's judicial system, describing the differences between municipal courts and the court of common pleas. He presented the audience with sample arraignment schedules and described the most common types of crime in the county. Brown believes that approximately 85 percent of Stark crimes are directly or indirectly related to substance abuse. Some charges, like possession or trafficking, are linked to drugs at face value. Many of the other charges Brown mentioned, such as theft and assault, are often motivated by drug use in some way.
