Study shows parolees return to crime

Most Pennsylvania parolees can't kick old habits, a recent report from the state Department of Corrections illustrates.

An astounding 62 percent of state parolees will reoffend within three years of release, the report shows.

State officials claim the 45-page "landmark" report has prompted upcoming reform to hopefully halt the revolving doors at state institutions.

"Citizens should have every expectation of a corrections system that actually helps people," Secretary of Corrections John Wetzel says in the report, proclaimed as the most thorough documentation of recidivism here.
