Bucks County to consider GPS tracking offenders

Pennsylvania - Bucks County is looking to GPS-monitoring ankle bracelets as an alternative to jail time for some offenders in its crowded prison system.

The county board of commissioners is scheduled to vote Wednesday on a four-month contract between the adult probation office and Mid-Atlantic Monitoring Services LLC.

The county said taxpayers will pay nothing for the pilot program. Offenders wishing to take part in the program and avoid jail time could be charged a fee of $5 per day, officials said.

“We’re looking at this as an option for lower risk non-violent offenders,” said Sean Ryan, chief adult probation officer for the county. “They would be restricted to an area that we would determine around their home or a designated place of employment. If they violated any of that then the courts could go to the next level with incarceration.”

    In lieu of the cost for the county and for many families of the inmates who need their prisoners at home for monetary reasons, I feel it is a good idea for those non-violent offenders. Being able obtain or continue with gainful employment and also to get any therapy classes needed to help in learning new behaviours to avoid the same situations again. This move back into the work force to be a part of the social network system for employment and paying for their fines and general cost of living is the most important thing. Rather than being a burden on the community, they can be a part of it. I also think some sort of community service work even a few hous a month to remind the offenders to be a part of the community and be aware of it's needs. I have always felt stiffer fines rather than long incarceration for non violent offenders will put more money back into the system instead of costing taxpayers the initial cost of housing an inmate.
