'Throwing them in jail isn't enough'

For too long, Pennsylvania relied on the old-fashioned notion that punishing lawbreakers by sending them to the state prison system would deter them from committing crimes when they were freed.

But a recent study makes it clear the focus can no longer just be on punishment, but on how to best help prisoners and former inmates turn their lives around.

So say state Department of Corrections officials behind the study, which showed how big a problem recidivism is in Pennsylvania.

More than six in 10 state prisoners are rearrested or reincarcerated within three years of their release, according to the study
