| York County Commissioners OK agreement aimed at curbing repeat offenses |

A new program would be aimed at reducing the number of repeat offenders in York County, with officials voting Wednesday to enter an agreement to target inmates from two of York City's poorest neighborhoods. The South Central Workforce Investment Board plans to give inmates job training while they're still incarcerated, increasing their chances of getting jobs and reducing the likelihood that they'll end up in prison again, said Jan Carelock, program manager. The regional effort workforce board would include inmates at York County Prison, Dauphin County Prison, and state inmates, she said. The two York City neighborhoods targeted, Old Towne East and the Northeast Neighborhood, have poverty rates of 50.6 and 40.2 percent respectively, Carelock said. Crime tends to be higher in areas of greater poverty, she said. Seek U.S. grant: The $20 million program hinges on whether organizers can secure a U.S. Department of Labor grant to fund it.
