With at least $5.6 million in cuts to Kansas corrections, grand plans to spend now to save money on prison costs later look to be jeopardized by the state’s latest budget amid income tax cuts passed by the Legislature. “We cut the most critical function of government, and that’s public safety,” said Sen. Greg Smith, an Overland Park Republican who voted against the $14.5 billion budget for fiscal year 2014.
